Q2 (Quaker building, 2nd fl) had a reputation as the single worst ward in Pennhurst. Pennhurst's most troublesome residents were housed here. As punishment, children from other 'higher functioning' wards would also be sent here to do hard time among Pennhurst's worst. In Bill Baldini's 1968 expose, you can see he is visibly shaken by the conditions he finds here.
